If you want to hand paint, I would suggest folk art or tulip acrylic paints. You can get it at Michael's or Hobby Lobby. You will also need to mix your paint with fabric medium. This medium makes paint flexible so that it doesn't flake off. I have painted several pieces of clothing and they have survived for years including washing and drying. You just have to turn the article of clothing inside out when you dry it (or hang dry it) so that the paint doesn't contact the interior of the dryer. And dry it on the lowest setting.
